That's all the package system does handle, really. package-ui now does some stuff like installing all the REQUIRES if you ask for them, but REQUIRES really only contains build-time dependencies. The problem with requiring Gnus is just that everytime we add Gnus to some package's REQUIRES, we get farther away from the possibility of source packages.
