[issue] can't create new issue in tracker

Works for me, Firefox 3.0.7, fluxbox, Gentoo. Please check to see if
looks like you're receiving the whole file (with view source, Ctrl-u
or something like that).
You may have simply run into me doing work on the tracker that
involved stopping it for a minute or two at a time, about a half-dozen
times.
