Trying setting EMACSDEBUGPATHS to find out what's going on.
well, when i ran xemacs with the -debug-paths tahts what i found, taht
late-package had the list of old site-lisp (now site-packages)
subdirs, but load-path and late-packages-load-path was unaware of
them, which i was assuming was why xemacs claimed it couldnt load lisp
from these dirs.
Check env. var. EMACSPACKAGEPATH or the registry key by that name
under Windows NT.
i enclose the path info below from xemacs -debug-paths. the load-path
var from inside xemacs, and the Installation data below that.
