... the current setup.ini is incorrect, and I took its XEmacs version
value (21.2.47) at face value. I inferred that Windows binaries were
lagging source releases by only a day or two. This is not the case; I
jumped the gun.
This error is my responsibility, and I apologize for the confusion.

We certainly do intend to support the netinstaller, but it will take
some time.
