[Errata] XEmacs 21.4.0 "Solid Vapor" is released.

I inferred that Windows binaries were lagging source releases by only a day or two. This is not the case; I jumped the gun. This error is my responsibility, and I apologize for the confusion. sjt> and will automatically fetch binaries and Lisp packages, and sjt> set up your system. Since the netinstaller uses prebuilt sjt> binaries, it lags the source release by a few days. We certainly do intend to support the netinstaller, but it will take some time.
