Amen. In fact it needs multiple interfaces on top of it.
There are already a few, the tree viewer, the customize buffers, and
`customize-set-variable'. However, I don't think improving the
interface by adding a more GUI will make a large difference as long as
the basic hierarchical structure is the same. What is really needed
is integration with w3 for goal-directed customization. The problem
with that is that it requires hard work on behalf of the emacs package
maintainers, the reason customize support is so widespread is that it
requires very little work for the emacs package maintainers to add.
