what exact version of Windows XEmacs, as reported by (emacs-version),
were you using that didn't show any problem with iconification?
What was broken was iconification via
C-x C-z (suspend-or-iconify-emacs)
No, this is not a command I was even familiar with, let alone used. I just
tried it and it appeared to work the first time, but when I restored the window
and tried it again, I got the message "Already iconified?" in the minibuffer.
Is that the symptom you've been trying to fix? If so, how is C-x C-z different
internally from just C-z, which appears to work fine? Is there a clue there?
My version is
XEmacs 21.4 (patch 6) "Common Lisp (Windows [1])" [Lucid] (i686-pc-cygwin) of
Mon Mar 18 2002 on AZ10-X31074
