You have chosen the right conjunction, namely "and" rather than "so".
I don't think that the runtime selectability/order per se is that
problematic. It is more like the interface for this selectability is
not really good for customization (but then the same holds for startup
fonts and startup geometry and a few other things that you better do via
X resources).
There are quite a few rough edges being smoothed out concerning font
setup in Emacs right now, yes. But runtime/compiletime is really just a
minor wrinkle in the mess: rather it is the new font selection code all
in all that needs ironing out.
And "horrible time" is an exaggeration, I think.
