"21.0 \"Pyrenean-pre4\" XEmacs Lucid" can't see my packages

Hello all package system developers! As I have reported before, "21.0 \"Pyrenean-pre4\" XEmacs Lucid" is rather useless out of the box when it comes to package listing package installation Could somebody please tell me which patches I need to install on top of vanilla emacs-version "21.0 \"Pyrenean-pre4\" XEmacs Lucid" to get the package system up and running again? Here is what I see when invoking Options->Manage Packages->List _ Install[1]: Latest Installed Package name Vers. Vers.
