So there is some bizarre system-init file somewhere which screws up
the
scrollbar. Any idea where?
For discarding This, run a kubuntu live usb (boot from it). And install
the emacs-lucid package there. See how it behaves. If problem is gone it is a
setting on your actual environment. If problem persist. It would be something
with the configure script.
