setup.exe for XEmacs installation

I seem to remeber somebody Gunnar> mentioning that recently but can't find details. setup.exe is Andy's netinstaller, but the bug reports are 100% my fault. I jumped the gun on announcing it. As far as the PRs are concerned, setup.exe is the install program and doesn't change. The XEmacs binaries it installs, and the setup.ini to configure the process, are not ready yet.
