I know Marcus made the portable dumper work under Windows. He's still
around. So if you provide a bit more information on what the problem is,
maybe there's a way to resolve it.
Here's my summary [1] of the state of play:
I think the attached now builds cleanly all the way through to dumping
xemacs.exe and then trying to use it, which fails (see below).

The xemacs crash is reported as follows by VS2015
