Well, didn't do that in 21.0b59. I had to run
(package-get-update-base

package-get-remote had value '((nil
"/tools/contrib/gen/src/xemacs-packages/")).

First by pui-add-install-directory, then by setting
package-get-remote. I upgraded xemacs-base, and the package was
deleted from source directory. (That was before modifying
package-get-remote; I set package-get-remote and
package-get-remove-copy at the same time.)
