I guess there could be some serious problems caused by just syncing a
few files if not done properly. So one has to be carful doping it. But
coding around lack of functionality in XEmacs isn't fun either so
there should be some interest in getting things in sync I guess.

Sorry for the late answer.
Common practise, as I've seen it, is to simply sync the one file
(package) in question in your local workspace and do basic testing.
If nothing really serious crops up, you file a patch and/or commit it
right away. I generate a new version of the respective package which
goes into pre-test. Now, other users have a chance to "have a look
at" the new version, and believe me, they do :-) After some time has
passed the package is officially released and hits the streets.
