It's not a manual, it's a refcard. And if you need it, there's no
alternative. INSTALL is nowhere near complete, less accurate, and
(IMO) harder to read and much harder to search for any given option.
I know what I'm going to do with my time, and I certainly hope _you_
put your available time to autoconf 2.5x, not to rewriting INSTALL. :-)
So, if INSTALL isn't going to be redone soon, is my proposal better or
worse than the status quo?

*chuckle* It did. It's exactly the same length as the one in 21.4.9:
296 (oh-my-gawd!) lines. Of those 296 lines, 59 are empty in the new
version, against 50 in 21.4.9.
