1.63 is the last released pcl-cvs package version number.
It has nothing to do with the external pcl-cvs-version.
I use
(package-get-package-provider 'pcl-cvs)
(pcl-cvs "1.64")
and pcl-cvs-version is still "v2_9_9".
PCL-CVS is maintained externally to the XEmacs project.  The XEmacs
package is synced up with PCL-CVS version "v2_9_9".
