I've noticed recently that after using tramp, every time I try to open
a top level dir e.g. C-c C-f /etc, I get "tramp waiting for...". This
is very annoying!
I can't say for sure if this behaviour is really new, since I only use
tramp now and then.

I can confirm this nuisance in XEmacs native Windows versions 21.4.9
and 21.5-b8 as well, using tramp-version "2.0.12".

I believe that Kai is on holidays this week, which is probably a pain.
I can't do any debugging myself right now, but the easiest way to find
out what is going wrong is to look at the Tramp file name regexp in the
`file-name-handler-alist'.
From a quick glance it seems likely that it's the efs root handler
entry
there that's erroneously triggering Tramp action, but it's hard to be
certain.
If the regexp stuff seems right, it's safe to break into the debugger in
the file name handler code and step through it.
If Kai is away and this is still a problem I will try to have a look at
the code and work out what's broken myself, but I haven't much time at
the moment. :(

Tramp should be changed to use `display-warning' if possible. This
would allow users to decide for themselves whether to see the
informational messages or not.
The delay is another matter.

Tramp already offers the tramp-verbose variable, which defaults to 10
(show all messages).
But let me change it to 9 and let me put those annoying messages on
the level 10 and move all other messages from level 10 to 9.

Of course it's up to you. However, display-warning offers a lot of
flexibility, and a standard framework for this:
`display-warning' is a compiled Lisp function

Documentation:
Display a warning message.
CLASS should be a symbol describing what sort of warning this is, such
as `resource' or `key-mapping'. A list of such symbols is also
accepted. (Individual classes can be suppressed; see
`display-warning-suppressed-classes'.) Optional argument LEVEL can
be used to specify a priority for the warning, other than default priority
`warning'. (See `display-warning-minimum-level'). The message is
inserted into the *Warnings* buffer, which is made visible at appropriate
times.
