Hi bobchan, what you are experiencing is electricity.
Note that "electricity" is when what are normally self-insert keys
behave specially, e.g. "/" and "~" in minibuffers. But he is *not*
experiencing that because he used <C-q> explicitly.
It sounds like a (mis)feature in the read-file-name designed to deal
with electricity *not* being available, probably inherited from FSF.
Without electricity, you *have* to handle "/tmp/~/x" as "~/x",
otherwise people would have to use `C-a C-k' every time.
The culprit is `substitute-in-file-name', called by
`read-file-name-2'. Note that expand-file-name was fixed some time
ago (probably during my synch with FSF 19.34) to not mangle
"/.../~foo", but substitute-in-file-name wasn't. Therefore:
(expand-file-name "/tmp/~blah")
-> "/tmp/~blah"
(substitute-in-file-name "/tmp/~blah")
-> "~blah" ; WRONG!
FSF has the same bug.

I first saw that C-q, but forgot about it while searching for
documentation references.
The only thing I found is that
minibuffer-electric-file-name-behavior
does not seem to be documented anywhere outside its docstring.

But the example you comment as WRONG is exactly the behavior
documented in the substitute-in-file-name docstring in 21.5-b16:
If `/~' appears, all of FILENAME through that `/' is discarded.
Are you sure this is wrong?
expand-file-name explicitely refers to substitute-in-file-name.
I am not sure what we are seing is a bug unless the docstring is alos
a bug.

as documented, but I'm not convinced that such behavior is correct.

I must be missing something. The only place special handling of ~ or /
seems appropriate in minibuffer-read-file-name (or whatever) is when it is
the FIRST character typed by the user. Nicht wahr?
Whether it's electrical or post-<CR> scanning, it doesn't make sense to
look elsewhere.

The idea, as I understand it, is that you do not need to erase
previous entry if you change your mind in the middle of a long path
entry.
e.g. in native XEmacs:
C-x d \ a \ b \ c \ d \ e \ \
electrically deletes to
C-x d \
This is annoying when done by accident, until you're tipped off (like
I was after a long time of use) that
f1 (advertised-undo)
will actually undo the electric delete.
Some for use of ~.
Hrvoje's gripe still stands that one cannot access files beginning
with ~.
I guess \ in native Windows and / elsewhere is not a big problem in
practice since such files are pretty rare, like files containing BS or
DEL in their names.
Somebody who cares enough about these particular issues will have to
take them up.
I got enough on my plate.

I tend to agree with this reasoning. I'd even go one step farther and
ask whether, with the electric behavior being the default, we even
need to handle appearance of "/~" specially at all.

If you wish to implement an "electric colon", take a look at the
implementation of minibuffer-electric-tilde in minibuf.el.
The other place would be substitute-in-file-name, which currently
handles the "/~..." case, but I think it's a better idea to discourage
people from adding more hacks there. If anything, we should have that
function do what the name implies and simply substitute the $ vars; if
other modifications need to be made, those should be done by
read-file-name or by simply relying on the electric tilde/slash/colon
doing their jobs.

Traditionally electric behavior was not the norm, and it was expected
that, given a prompt "/foo" the user would type "~/bar", resulting in
"/foo/~/bar" being read. Treating "/foo/~/bar" as "~/bar"
in the guts
of read-file-name was a convenience thing so that the user doesn't
have to type `C-a C-k ~/bar" every single time. XEmacs's "electric"
behavior removes the need for the kludge in substitute-file-name, but
I'm not sure if it's really safe to actually do so. Some people might
be turning off the electric behavior, and the kludge has been there
for a long, long time.
