In this particular case I'm pretty convinced that a call time check for the desired "MIME helper" is the right thing to do (and in fact should be done in terms of MIME capabilities, but I'm just going to document that opinion and hack in a variable containing a list of helpers, possibly with custom support), whether or not APEL is deprecated. At the moment, AFAIK APEL is purely Tomo Morioka's baby, and as such is a set of convenience functions _he_ finds useful (Tomo admits this). If it's generally useful, we should (a) pull (parts of) it into the core or (b) put some effort into supporting it as a package.
