Not everyone uses "packaged libraries". For example, I have a
`site-lisp' directory full of goodies. I would like to be able to
create an "autoloads" file from all their autoload cookies.

I'm sure it's possible, but I never got it to work after
trying what
seemed logical, so I gave up.
I use the attached code as part of my startup process. At some point I
will probably enhance it to do this at runtime as well, while idle, but
that's not a priority.
