It didn't work very well because Andy and I had to touch bases and coordinate the update. My vision for the fure is that whoever puts up http://ftp.xemacs.org/windows/setup.{exe,ini} will also update the version number in xemacsweb\Download\win32\index.content Commiting index.content will also wget over the new setup.{exe,ini} files.
