But the copyright holder has given us permission to use later versions
of the GPL -- and "use" here includes redistribution. So if we
receive something under GPL1, we can choose to redistribute under
GPL2.
Both GPL v1 and v2 forbid changing the notices in the software
that refer to them. (See paragraph #1 of the GPL.) So while
you can redistribute under v2, you can't prevent others from
redistributing under v1 if the notices allow it, because the
recipients are supposed to get the same rights you had.
I don't think this matters much since GPL v1 and v2 are
essentially the same.
