Read my post. I was quoting someone else. It also describes my own
experience. I do know that both Steve Baur and I tried to log in and
take ownership (at times separated by several months) and could not.
Pilot error, maybe.
Freshmeat announcements at the time of the change to the new system
were _very_ discouraging about asking for help; registrants were
expected to take ownership themselves, as I recall. I tried, failed,
and postponed what promised to be a moderately annoying dialogue.

Something very weird is going on here.
AFAICT that user is already registered (since 1998) and owns the
XEmacs project registration, but nobody knows who it is. ISTR I tried
mailing to xemacs@freshmeat and it bounced, but I can't find the
bounce so maybe I didn't (usually I keep such things). Should that be
expected to "work"?
They seem to be updating the page too, since it says the current beta
is 21.5.6, which is only about 3 days old!
I didn't have anything to do with "xemacs". Steve Baur
(slb@freshmeat) didn't create it, or remember anybody mentioning
creating it, either. AFAIK Martin Buchholz had nothing to do with it.

This has been tried, several times.
Steve said he tried it. When the issue came up a year ago, I
registered the account "xemacadm" and attempted to transfer ownership
to it. This was flat-out refused by the 'bot, as the project
registration was already "owned".
Evidently procedures have changed, since this time I got the polite
message about maybe being the legitimate owner or new maintainer.
I've submitted a request. Maybe that will flush out "xemacs".
