Oops, note I meant "smaller than 21.4.x w/mule". And I'm only
including the executable itself (+ pdump file if --pdump).

That's right, but the Unicode tables and related paraphernalia are not
yet lazy-loaded. We're certainly not going to release in this state,
we know there's a lot of work to be done yet.
