Using the precompiled binary kit for NT (4.0 SP5),

This is a problem many others experience and I still haven't figured out
why. I think it is something to do with the cygwin setup. You shouldn't
have to set EMACS* environment variables. Questions:
1. Do you have cygwin b20.1 installed?
2. Do you have / mounted?
3. Do you have HOME set?
4. Do you have CYGWIN set to include tty?
5. If you run xemacs-21.1.3.exe from the command line what happens?
Of course you can also use the native installer.
