Indeed it does, and indeed it does: use of <> and "" is not at all
consistent across the headers. That particular one uses <>, but some
others use "".
I'll mail them about this to see what they think. I'll also put the
debian package maintainer in cc. You never know what debian package
maintainers do to the code before packaging it ...
