Yes, that's precisely what I mean. Eg, git's internal library cannot
be linked to any current Emacsen, although it would be acceptable in a
derivative of XEmacs 21.4 with a license change (from V2+ to V2 only).
Bob Weiner did the same thing with Hyperbole (changed the last
version's license to GPL v1! Fortunately there was very little code
changed from the previous GPLv2 version.)
