The big problem is that there are really broken heuristics for moving backward in text that we use, especially when detecting comments and parenthesized material. You can see a few of the resulting bugs documented at the end of ./tests/automated/syntax-tests.el in the XEmacs 21.5 sources. (Only if you're really curious; I don't think looking at it will help fix things.)
