If we take material from GNU Emacs covered by GPL Version 2, then it
cannot be incorporated into a file covered by GPL Version 1. GPL
versions are forward, but not backward, compatible, because of the

I doubt that any of the current developers has the right to
change the licensing terms (v1 to v2, or v2 to anything else)
anyway. Multiple people/entities claim copyrights to the source
code and none of them are developing XEmacs currently. So the
point is probably moot. We're stuck with the current licensing
terms, whatever they are.
