no silly!!!
eistrings always store their data into one single format, the so-called "default
internal" format. eistrings make no assumptions whatsoever about what the
nature of this default internal format actually is. Functions are provided (not
yet implemented, though) to convert to/from other support internal formats.
stephen, i'm starting to get tired of discussing about this interface with you,
because you don't seem to understand its purpose, and rather than assuming that,
although you probably don't understand it, ben has a history of designing good
interfaces and therefore probably his interface makes sense, instead you just
assume that it probably doesn't make sense and continue attacking it in
non-meaningful ways.
what would really help is if you would give me various real world operations
that you want to be performed, and i'll show you how to do them using the
Eistring interface. then, perhaps, you'll understand the API.

Hm ... you've already parametrized the Eistrings so that versions
compatible with UCS2 can be used simultaneously with with UTF-8?
I'm really impressed!

In order to save my hands, I am cutting back on my mail. I also write
as succinctly as possible -- please don't be offended. If you send me
mail, you _will_ get a response, but please be patient, especially for
XEmacs-related mail. If you need an immediate response and it is not
apparent in your message, please say so. Thanks for your understanding.
