No, I think something is screwed up in CVS.  I see what's happening to
me; I backed up to psgml_1_30 to work on the XML crash.  In that tag,
etc/cdtd/.cvsignore is present, but etc/cdtd is not.  rm -rf'ing psgml
and updating to that tag works fine.  Updating again to that tag gives
me the "please move .cvsignore" message.  Once I remove the sticky tag
(ie, -dPA), everything works as expected.
I don't know if this is a huge problem, especially since all that
stuff got moved to a new package.
