The licensing terms have always been "v(n) or any later version", so
it should be safe to upgrade to v2, shouldn't it?
The licensing terms give you the right to use the software under
the terms of any later vesion of the GPL. It doesn't give you the
right to change the licensing terms for everyone else to any later
version of the GPL. The latter is what you would be doing if you
changed the license referral blurbs at the top of the files from
v1 to v2. Only the copyright holders can change licensing terms.
