Well picked. This fixes the original problem. I assume it means
that
packages should always be installed? (I think that I always did that
anyway.)
It means if you run XEmacs in place, there shouldn't be a
directory named xemacs-packages pararell to your source tree
unless it is a real installed package directory.

I think it makes it possible to install package tree without
using --package-path or actually installing it to
