Most "normal" users use the system-wide binary. I prefer rolling my own
since our stodgy SAa lag many versions behind the current. A few users like
to push the leading edge with me and use my version so that we don't each
roll our own.

How, then, does someone update the system-wide packages? If root's packages
go into /root/.xemacs, who updates $PREFIX/lib/xemacs?

It seems that only package-index.LATEST.pgp insists on going into
$HOME/.xemacs. When I actually downloaded and installed newer packages, it
installed into $PREFIX/lib/xemacs as expected. If I recall from ealier
experiences with the package facility, by default packages will always be
installed into the "official" location. How then does a private user
specific a private directory for packages? Also, in my case, it worked
correctly and udate the official packages. But why was the index copied
locally?
