I 've been installing my own (that is, not root) versions of XEmacs for
quite some time. I configure with --prefix=$HOME and install it for personal
use withput a hitch. I've just upgraded from 21.1.12 to 21.4.3 and have a
problem with package updates.
With 21.1.12, if I updated the packages list and/or packages, the update
would be applied to the XEmacs distribution as whole, i.e.,
$PREFIX/lib/xemacs. When I do the same think with 21.4.3, it wants to apply
the update to $~/.xemacs. This would only update my personal copy of XEmacs
but not the installed copy. Since I've installed this copy personally, the
end result won't matter except for:
1) Anyone that points to my XEmacs binary. They won't see those updates
since they've not been applied to $PREFIX/lib/xemacs
2) How would my SA who installs this as root in /usr/local update the
official installation and not root's private packages?

root's private packages should be in /root/.xemacs/

Most "normal" users use the system-wide binary. I prefer rolling my own
since our stodgy SAa lag many versions behind the current. A few users like
to push the leading edge with me and use my version so that we don't each
roll our own.

How, then, does someone update the system-wide packages? If root's packages
go into /root/.xemacs, who updates $PREFIX/lib/xemacs?

It seems that only package-index.LATEST.pgp insists on going into
$HOME/.xemacs. When I actually downloaded and installed newer packages, it
installed into $PREFIX/lib/xemacs as expected. If I recall from ealier
experiences with the package facility, by default packages will always be
installed into the "official" location. How then does a private user
specific a private directory for packages? Also, in my case, it worked
correctly and udate the official packages. But why was the index copied
locally?

I've been working on this code, and the answer so far is "I don't
know." It's pretty messy in there...

Maybe you have `package-get-dir' set?
The index is not considered authoritative; it's used only to get the
packages available from one site. It's always updated before actually
downloading. So there's no particular reason why there should be a
single copy system-wide, and in fact it could optionally be deleted
after downloading.

How about for running M-x pui-list-packages without choosing a
download site/directory so you can see which packages you have
installed. Or if you want to delete some packages.

That's what `package-get-base' is for. The point is to disambiguate
the roles of `package-index' (which lives on a server in hyperspace and
has no contact with local reality) and `package-get-base', while
giving the latter an intelligible name. :-)
