No I don't think so. My guess is that most packages would need an

It involves looking at the upstream version of a package and see
whether there is something new that we can sync with the version in
the package tree.
Are we updating them to be the same as a similar emacs package or
are we updating them by fixing known problems? or what?
I think there are many reasons to try to stay in sync with packages
that are developed actively. It can be that bugs are being fixed
there, new functionality is introduced that we would want to have,
they are adopted to the changing world, etc.
The reason I suggest it as a vehicle for development is that it will
among other things help us sort out incompatibilities with GNU
Emacs. This will have the positive effect that other packages,
packages not in the package tree, packages we have never heard of, are
more likely to work with XEmacs.
