When a user with an old XEmacs upgrades mail-lib, there could be some post-install notes in a buffer stating that pop3.el does not work reliably with the XEmacs that she is currently using, and that she should upgrade. I'm not saying we should do anything now, I am just bringing up this question for long-term pondering, since this problem will have to be solved sooner or later -- someday a package will come along that requires XEmacs vX.Y, and that older XEmacsen should preferably not by default allow the user to install such packages, since they won't work.
