It doesn't. Packages are on a completely separate release cycle.
One problem is that we compete with FSF that does include such (IMO
enticing) NEWS entries. It would be nice to have a separate outlet
for package NEWS, one which is actually read by end users.
Idea: have `C-h n' somehow include package news.
