Not quite. I am the maintainer of Hyperbole in the XEmacs
packages.

My first goal is met by bringing Hyperbole back into the
packages.
There are a few minor things that need adjustment considering that
Hyperbole 4.18 was release sometime 1999. Since then there has been
some development of XEmacs and other external systems that Hyperbole
should adjust to. All of this I believe will be in the spirit of
Hyperbole as intended by the author. I plan to complete this stage
after the summer.
There has also been a lot of development out there and even inside
XEmacs that provides similar functionality to Hyperbole. I have no
plans at the moment to refactor Hyperbole to use or support this new
functionality better or in any new way than already is available in
the package.

If the maintenance of Hyperbole goes well I might do that.
Just bringing it in would be possible. I estimate though that
OO-Browser would require quite some more time if it should be brought
up to support all features in the current supported language
set. Which is quite likely what you want if you are going to use
it. Things like C++ namespaces isn't supported at all and will
probably requires some work. There might be similar things for the
other languages.
The fact that there is an active code browser project for Emacs does
also make the project questionable.
