What are your goals (target audience, etc) for the distribution? It's
hard to say what might go in or come out without knowing that.
If you build with Mule, I would suggest including VM, so that a
Mule/MIME capable MUA will be available. You might also want to
include LEIM/Quail, although I suppose that on Windows the native
input methods should just work.
