It's not very clean solution[1] but I use it enough long time:
1. Build XEmacs without MULE.
2. Add to your ~/.Xresources (or any other place -- main goal add this
into X Resources Database) line like
Emacs.default.attributeFont: -cronyx-*-medium-r-*-*-*-120-*-*-m-*-*-*
(Replace font name by prefered by you if need, of cource).
3. Place attached file (ru-keys.el) into directory where XEmacs can find it
(e.g ~/.xemacs/lisp)
4. Add next line into your ~/.emacs file:
(require 'ru-keys)
5. Enjoy ;-)

[1]: Not very clean mean next: When you switch font (over Options->Font
or Options->Size menus) XEmacs enforce using of iso-8859-* fonts and your
Emacs.default.attributeFont setting go to devil's grandmother.
