Which function to use to find out whether a package is installed?
If I (require "filladapt"), XEmacs issues an error if the package is
not installed.
If I (load "filladapt" t), I can't reevaluate the buffer because
filladapt says it should only be loaded once.
Is there a package-installed-p?
