[BUGlet] Scrolling partial lines damages the modeline...

Hi. The new partial-line scrolling stuff works quite well in "21.2 (beta27) \"Hera\" XEmacs Lucid", scrolling the XFace headers in my Gnus by the height of a single line of text. The one problem this has is that when doing so, parts of the modeline above are overdrawn with the `From: [FACE] ....' header. This does not get redrawn by XEmacs in the normal course of things.
