[patch] Re: BS and DEL in Info-mode

Run XEmacs with
xemacs -vanilla
and enter Info-mode and press DEL or BS.
Then XEmacs says,
Wrong type argument: number-char-or-marker-p, nil
I don't know why, but last-command-char returns nil here.
I believe that is a feature.
The code in Info-scroll-prev is bogus. Here's a fix. I'll apply this
to 21.2, recommended for 21.1.x.
