OK, that's what I have.
David, please give me the output of (emacs-version)
"XEmacs 21.5 (beta2) \"artichoke\" [Lucid] (i586-pc-win32) of Tue Jul
31 2001 on D5DC120J"
is what I get.
I compared your *ftp ...* buffer to mine and your's contains excessive

prompts which I don't have.
Which ftp do you use?
I had to move the cygwn ftp.exe out of the way!
I am using (which ftp):
/cygdrive/c/WINNT/SYSTEM32/ftp
Under c:\cygwin\bin I just renamed ftp.exe to ftp.exe.orig.

David> What does the "1.63" refer to?
EFS is externally maintained.
These numners are out of XEmacs's control.
For the XEmacs project, it's most useful to know the package number
you installed: efs-1.26-pkg.tar.gz.

This is OK. It's some kind of compatibility test to try cd-ing to the
file.
David, with a proper download site selected, try this:
M-x package-get-update-base
