[Bug: 21.5-b12] Cannot add new packages

When I try to add a package from the package update list which I do not currently have install, I get this error: wrong-type-argument sequencep ?/ There is a lisp stack trace at the end of this message. I happened to be attempting to install the gnus package. But I get the same error with any package that I don't yet have installed.
