Hm. Maybe I done it. I discussed the following patch with Ben before
applying it, and he agreed it was the right thing in principle, but I
doubt he reviewed it carefully, and he probably would not notice the
kind of behavior change we're talking about (he doesn't use Gnus).
It's the `add_charsets_to_precedence_list' hunk I suspect, if anybody
wants to look at it. I'll try to get to this next week.
