nudge in the right direction for starting to read on how to build it?

Okay, now I stumbled across Develop/cvsaccess.html which nicely
explains how to check things out of CVS. But it doesn't say how to
build the packages.
(I also wonder if it is possible to build Tramp without downloading
all 80 MB of the pkg tree. But it's not terribly important.)
I'm quite embarrassed to have to ask such neeb questions. I really
should be able to figure it out from the docs. (I clicked on all the
links under "Getting XEmacs" and under "Customizing XEmacs" and also
under "Developing XEmacs". So at least I did try, but obviously not
hard enough. Like I said, I'm embarrassed.)
