Actually, in terms of work expended, the effort is *very* active.
Matthias Neubauer just finished his M.A. thesis and implemented the
flow analysis necessary for doing a source-to-source compiler. Eric
Knauel ist currently doing the follow-up work to turn it into a
compiler. Richard Reingruber's work (GC replacement) includes making
the elisp object representation into something more palatable for
other substrates.
We just haven't gotten around to documenting most of it on the web.
