I'm back in business :)
I switched from native Win32 to cygwin because of the non-matching
Win32 permissions.
Cygwin ACL's are sometimes fucked up by inheritance.
So I have several improvements.
Patches inlined because gmail uploader fails on my proxy

Several xemacs ideas:
* I added -mwindows to the winclient linker step which results in a
much improved winclient.
I'll take this patch to xemacs-patches by myself.
* parseCommandLine() does not work on cygwin this way.
It uses the Win32 API to find files, and should be special cased to
use the POSIX API.
I'll discuss this at xemacs-beta
* xemacs-21.5.28-3 uses slow defaults:
Compiling in support for extra debugging code.
Compiling in support for runtime error checking.

[Bug: 21.5-b29] Stack trace on errors doesn't work

Dear Bug Team!
In my Win32 native XEmacs, "stack trace on error" and "debug on error"
don't seem to have any effect. 21.5.28 on the same platform, using the
same startup files does not exhibit this behavior.
To reproduce, activate the corresponding settings in
Options->Troubleshooting and eval some silly code which will cause an
error. Observe that no *Backtrace* buffer has been created.

I am trying to build xemacs-21.5.29 on HP-UX Itanium
My configure command is: configure
--with-site-libraries=/usr/local/lib/hpux32 --with-debug

In an attempt to claim success using recent CEDET and XEmacs, I
figured that we are missing the function #'minibufferp from FSF Emacs.

cygwin-1.7 removed support for accepting win32 style pathnames.
xemacs should follow.
The particular problem was file-truename returning a fabricated windows path,
instead of the POSIX path, which for example failed the mule testsuite for me.
