It's not what I want.
I want `C-x 5 o' to behave the same regardless of
focus-follows-mouse. The reason for this is that `C-x 5 o' is an
interactive command. If I press 3 keystrokes for something to happen,
I expect it to happen, not to be silently ignored.

The former, and maybe the latter. I'm not sure what `C-x 5 o' does
under FSF with focus-follows-mouse set to t, but I'm fairly certain it
is not ignored.
